The audits found that everything from timely drawdowns to proper tracking of tribal and federal funds to a suitable Human Resources system that hired qualified workers and paid them appropriate wages were missing or lacking. More than 11% of the people on the reservation have diabetes.</p><p>The project is a collaboration between community health groups on the reservation, and the University of Wyoming.</p><p>Virginia Sutter with Blue Mountain Associates is one of the leaders of the project. Native Americans sued the federal government over mismanagement of tribal royalties and land, which has been held in trust by the federal government since the 1800s. The suit accused the government of mismanaging $150 billion in royalties, but the settlement is for $3.4 billion. The Rocky Mountain Tribal Epidemiology Center initiative aims to assess environmental risks on the reservation, and develop remediation strategies. Communities on the Wind River Reservation&nbsp;complained of high cancer rates.
