The final vote in the Senate was 21-to-12.
The bill was amended to limit the ban to restaurants that do not
serve alcohol, excluding casinos and bars, after supporters said it
would give the bill a better chance of passing.
Democratic Senator Dan Grossman of Denver told colleagues many restaurant workers are forced to choose between their health and their jobs because of second-hand smoke.
He says workers shouldn't have to make that choice.
Grossman says he'll try to have the bill amended in the House to add protection for workers in casinos and bars.
Grossman says he sponsored the measure to create a level playing
field for businesses in 13 communities that already have smoking bans.
