The Wyoming Farm Bureau Federation is among those landowner organizations who will be watching deliberations on a new split estate bill closely. The proposed legislation is trying to address disagreements between surface and mineral landowners. Executive Vice President Ken Hamilton says the key issue for his group is whether landowners are fairly compensated for damages to their land.
Hamilton says he thinks making companies bond is important, but also making sure landowners are properly compensated needs to be part of the discussion. He says there are times when a company may try to pay off damage to rangeland, when it was actually damage to a wheat crop. Right now he fears that the mineral companies have an edge in these types of negotiations.
