Saying that the Governors proposal created a list of have and have nots the Speaker of the House is floating a different way to help counties impacted by energy development. The Governor had wanted to spend 100 million on eight counties affected by energy impacts. But the Joint Appropriations Committee voted the proposal down. Speaker of the House Randall Luthi was uncomfortable with the Governors proposal since there would be little oversight on how the money is spent. He also thinks more counties should be included. But Luthi's proposal includes oversight from a state board. The legislature will likely take up the issue shortly after it convenes on Monday.
