Cheyenne, Wy – The Senate gave final approval to a bill that is intended to even the playing field between land owners and mineral rights holders. Senate file 60 gives a number of negotiating options to surface landowners and provides compensation if their lands are damaged during mineral development. Senator John Hines argued that the bill was not needed. But Laurie Goodman who represents a number of landowners who wanted the bill says the legislation could bring about some important changes, including ensuring that they receive fair value for any lost land value. Senator Ken DeCaria says the lost land value portion of the bill was controversial, but also critical to the success of the bill. It now heads to the house of representatives.
